In order to create a profile for each sector, the cultural observatory team decided to start by identifying the core problems of each area. This was accomplished through an extensive consultative process involving sectorial experts in the different fields. The process began with the development of 'problem trees'. Once the core problems were identified, these were transformed into core goals for each sector. These goals potentially form the basis for the development of sector objectives, the achievement of which, would hopefully solve its core problems and meet its goals.
